The weather in Negril is still the same ! 85-90 degrees, blue skies, a few puffy while clouds, a very light ocean breeze. Happy New Years Celebration tonight on the beach !

In the first of the two pictures the pot of gold at the end of the outer rainbow appears to be in the barge load of the tow. In the second picture is our own pot of gold that gives us the pool we enjoy so much.

We should count our "River Blessings" and look forward to a new beginning in 2005. This year has been real good for me. The weather and the river in the Spring allowed us to get an early start on the boating year. The flooding came but did not cause a lot of problems and we had a lot of good weekend weather during the summer. We boated real late into the fall of the year thanks to friends with cruisers. Most important I had no boat problems and I made a lot of new "River Friends" this year. I take my captain's hat off and raise it high to the year 2004. May next year be even better. ~~~~~^~~~~~~^~~~~~~^~~~~~~~^~~~~~ |

2007 marks the 53rd year for the Christmas Ship Parade in Portland, Oregon. The Christmas Ship Fleet is about 55 to 60 boats strong between the Columbia and Willamette Rivers. They are out every night for two weeks from Dec 7 through Dec 20, 2007.

We are teaming up with local organizations, state agencies and volunteers to collect, bundle and submerge the discarded Christmas trees in select locations at our lakes. These shelters provide fish with breeding areas and escape cover. Fish then have a better chance to reach maturity and provide a resource for anglers. New trees are added to select sites each year to maintain suitable cover.

Dear Mr. Cranmer:
Thank you for contacting me regarding your
concerns about proposed regulatory changes that may impact recreational
boating. I appreciate hearing from you.
In September 2006, a California District
court ruled that boats were subject to regulation for the incidental
discharge of pollutants under section 404 of the Clean Water Act. Under
Section 404, the Environmental
Protection Agency (EPA) is tasked with operating a system of
discharge permits called the National Pollutant Discharge Elimination
System (NPDES). In the past, the EPA applied NPDES
regulations to land-based sources of water pollution, like sewage
treatment plants and industrial facilities, but exempted commercial and
recreational vessels from the permit process.
The suit, brought before the Northern
California District Court, dealt specifically with the discharge of
ballast water by commercial ships. Commercial vessels often
take on significant amounts of water for the purpose of maintaining
stability. Ballast water is pumped out of the ship in the
course of its voyage or when the vessel reaches its destination. This
ballast water may contain exotic species that drive out local wildlife
and upset a local ecosystem's natural balance. For example,
the release of ballast water is thought to be responsible for the
invasion of zebra mussels in the Great Lakes.
The Court's ruling extended NPDES
regulations more broadly to all vessels and any incidental discharge of
pollutants. The EPA has expressed concern over the court's
decision, citing serious obstacles to monitoring and enforcing these
newly applied regulations. One potential problem is that
NPDES permit requirements differ from state to state. Many
boaters travel in waters off the coasts of multiple states and would be
forced to apply for multiple discharge permits.
It is important that we address the issue
of ballast water and the introduction of aquatic invasive species.
At the same time, we must be careful not to overburden
recreational boaters with unfair or unnecessary regulation.
The Recreational Boating Act of 2007 (H.R.
2550) would exempt recreational vessels from the requirements of the
NPDES permit process. H.R. 2550 has been referred to the
House Water Resources and Environment Subcommittee. There
is no corresponding legislation pending in the Senate, but I will keep
your concerns in mind in case this matter is brought before the Senate
in the future.

New Wood River D&LD Pump Station Completed....
The Corps of Engineers and the Wood River Drainage and Levee District completed construction of a new 45 cfs pump station with ditches and necessary appurtenant facilities for removal of water impounded by the existing levee in the southern area of the D&LD known as Grassy Lake. The Grassy Lake Pump Station is located near the intersection of Route 111 and Canal Road in Roxana, IL on the Cahokia Diversion Canal (which flows into the Mississippi River), about 1.5 miles upstream from the Mississippi River. Construction on the pump station began in 2006 and was completed on November 15, 2007. The project is a cost share between the federal government and the Wood River Drainage and Levee District with the federal government contributing 75 percent of the total cost and Wood River contributing 25 percent. Currently, rainfall inside this area of the D&LD drains to one of the many pipes through the bottom of the levee called gravity drains and flows out of the levee system. However, when there is high water in the Mississippi River, the D&LD must close the drains to prevent water from flowing into the levee system. When the drains are closed, any rainfall inside the D&LD accumulates near the gravity drains until the Mississippi River is low enough that the gravity drains can be reopened. This accumulated water causes damage to crops and structures. The D&LD will now be able to minimize water damage caused by accumulated rainfall at closed gravity drains. The new pump station will mechanically remove accumulated water from inside the levee system during times of high water in the Mississippi River. ~~~~~^~~~~~~^~~~~~~^~~~~~~^~~~~~~ The above was reprinted from the US Army Corps of Engineers website. FOR IMMEDIATE RELEASE: Jefferson City, Missouri Buoy Moratorium The Missouri State Water
Patrol will not be approving any new applications for "no wake, idle
speed" buoys for private docks at this time. The patrol has formed a
committee to review the current buoy guidelines and recommend changes. The
current guidelines are outdated and have created problems on certain bodies of
water. Some of the issues that have raised concern include: boater confusion
due to the large number of buoys at private residential docks, improper
maintenance of the buoys by many permit holders, and improper placement. The
committee will be considering various factors, including criteria used by
other states to permit buoys at individual docks. Although many details still
have to be worked through, permanently phasing out "no wake, idle
speed" buoys at private individual docks is under serious consideration.
The Water Patrol will host public meetings in the spring of 2008 to invite

Florida's Winterfest Boat Parade.... takes place this Sunday. Promising" holiday flash and maritime merriment", the boat parade is taking a new route this year........it starts in downtown Fort Lauderdale, heads down the New River and then up the Intracoastal Waterway to Lake Santa Barbara in Pompano Beach..
The party takes place on the boats and all along the route. Hotels are expecting full houses, waterfront bars and restaurants are putting up grandstands and residents along the route are hosting parties. Everyone's decorating and putting lights.
80 boats in all....it should be quite a party.

Negligent operation of a vessel, penalty--operating
a vessel while intoxicated, penalty--involuntary manslaughter with a
vessel, penalty--assault with a vessel, penalty--intoxicated condition
defined.
306.111. 1. A person commits the crime of negligent operation of a vessel if when operating a vessel on the Mississippi River, Missouri River or the lakes of this state he acts with criminal negligence, as defined in subsection 5 of section 562.016, RSMo, to cause physical injury to any other person or damage to the property of any other person. A person convicted of negligent operation of a vessel is guilty of a class B misdemeanor upon conviction for the first violation, guilty of a class A misdemeanor upon conviction for the second violation, and guilty of a class D felony for conviction for the third and subsequent violations. 2. A person commits the crime of operating a vessel while intoxicated if he operates a vessel on the Mississippi River, Missouri River or the lakes of this state while in an intoxicated condition. A person convicted of operating a vessel while intoxicated is guilty of a class B misdemeanor upon conviction for the first violation, guilty of a class A misdemeanor upon conviction for the second violation, and guilty of a class D felony for conviction for the third and subsequent violations. 3. A person commits the crime of involuntary manslaughter with a vessel if, while in an intoxicated condition, he operates any vessel on the Mississippi River, Missouri River or the lakes of this state and, when so operating, acts with criminal negligence to cause the death of any person. Involuntary manslaughter with a vessel is a class C felony. 4. A person commits the crime of assault with a vessel in the second degree if, while in an intoxicated condition, he operates any vessel on the Mississippi River, Missouri River or the lakes of this state and, when so operating, acts with criminal negligence to cause physical injury to any other person. Assault with a vessel in the second degree is a class D felony. 5. Missouri Boating Law of the Month
Negligent operation of a vessel, penalty--operating
a vessel while intoxicated, penalty--involuntary manslaughter with a
vessel, penalty--assault with a vessel, penalty--intoxicated condition
defined.
306.111. 1. A person commits the crime of negligent operation of a vessel if when operating a vessel on the Mississippi River, Missouri River or the lakes of this state he acts with criminal negligence, as defined in subsection 5 of section 562.016, RSMo, to cause physical injury to any other person or damage to the property of any other person. A person convicted of negligent operation of a vessel is guilty of a class B misdemeanor upon conviction for the first violation, guilty of a class A misdemeanor upon conviction for the second violation, and guilty of a class D felony for conviction for the third and subsequent violations. 2. A person commits the crime of operating a vessel while intoxicated if he operates a vessel on the Mississippi River, Missouri River or the lakes of this state while in an intoxicated condition. A person commits the crime of involuntary manslaughter with a vessel if, while in an intoxicated condition, he operates any vessel on the Mississippi River, Missouri River or the lakes of this state and, when so operating, acts with criminal negligence to cause the death of any person. Involuntary manslaughter with a vessel is a class C felony. 4. A person commits the crime of assault with a vessel in the second degree if, while in an intoxicated condition, he operates any vessel on the Mississippi River, Missouri River or the lakes of this state and, when so operating, acts with criminal negligence to cause physical injury to any other person. Assault with a vessel in the second degree is a class D felony. 5. Failure to repair the levees increases the risk of failure during a flood of the Mississippi River and residents in the area would be required to buy federal flood insurance. The levees protect the homes of more than 156,000 people and 4,000 businesses.

Lewis and Clark Community College, National Great Rivers Research and Education Field Station
The above map, from US Army Corps of Engineers Public Notice P-2652, shows the location of the proposed site for the Lewis and Clark Community College, National Great Rivers Research and Education Field Station. It will be located left descending bank of the Mississippi River, just down-river from the Melvin Price Lock and Dam at Alton, IL. on U.S. Army Corps of Engineers property. The facility is to function as a field station and laboratory for studying the ecosystem of the confluence of the Illinois, Missouri and Mississippi Rivers. The approximate 30,000 square foot facility would house laboratories, classrooms, offices and support spaces. The building has been designed to co-exist with the natural surrounding. The cave like facility would have a grass roof with exterior walls constructed of local stone to emulate the the surrounding bluffs in the Alton area. The project has been designed on guidelines from the U.S. Green Building Council - Leadership in Energy and Environmental Design. The facility would be constructed with renewable energy equipped features such as two wind turbines, solar hot water, natural daylighting and possibly hydrokinetic power in the future.........
